River ecosystems are among the most endangered habitats in the world, and in the Western Balkans this problem is becoming increasingly acute due to the uncontrolled construction of dams and hydropower plants. This trend threatens rich biodiversity, natural landscapes, and the well-being of local communities in a region known as the Blue Heart of Europe. Over 3,000 hydropower projects are planned between Slovenia and Albania, and Montenegro is facing serious challenges in preserving its natural resources.
Komarnica River is currently at the center of a controversial hydropower project. Although strongly opposed by experts, civil society organizations, and local community representatives, the project remains included in key national strategic documents such as the Montenegro Energy Development Strategy until 2030 and the Draft Spatial Plan of Montenegro until 2040, which has yet to be finalised.

This initiative aims to protect the Komarnica River and its canyon, recognized as areas of exceptional ecological importance. The project builds upon the joint efforts of the Save Komarnica initiative, which brings together environmental organizations, scientists, and local activists.
Through diverse activities, the project strives to:
- Ensure effective protection of the Komarnica Canyon and prevent the implementation of hydropower development plans;
- Raise awareness about the importance of Komarnica conservation among local communities, decision-makers, and the wider public;
- Promote sustainable development models that support the preservation of natural resources while improving the quality of life in local communities.
Key activities include:
Conducting an energy analysis, covering both a comprehensive assessment at the national level and a detailed case study on Komarnica, including the evaluation of alternative green energy sources;
Carrying out legal and scientific analyses to provide strong arguments and shape a legal strategy for river protection;
- Organising an annual protest-educational camp, producing promotional materials, and participating in public debates and other events dedicated to river ecosystems, with a focus on Komarnica;
- Collaborating with scientists, artists, and civil society groups at both national and international levels to develop a unified strategy for the long-term protection of the river.


The project aims to preserve Komarnica as an irreplaceable natural treasure that can serve as a model of successfully balancing nature conservation with genuine sustainable development. Our vision is of a river that flows freely through a wild canyon, safeguarding its biodiversity and offering inspiring examples of sustainability for generations to come.
