Supporting the Establishment of the Ecological Network and the Implementation of EU Water Legislation in Montenegro

The project aims to strengthen nature protection in Montenegro, with a particular focus on freshwater ecosystems, by improving the expert and legal foundations for the implementation of key European mechanisms: the Emerald Network (in line with the Bern Convention) and the European Union Water Framework Directive. Through an integrated approach that combines data analysis, targeted field verification, and legal evaluation, the project contributes to evidence-based decision-making in biodiversity conservation and water resource management, within the context of Montenegro’s EU accession process.

The project focuses on three existing Emerald sites, selected based on the level of current and potential threats to habitats and species. By analysing available data, including the national Natura 2000 database, Emerald documentation, results of previous projects, and relevant scientific literature, the project will assess the current status of habitats and species, as well as the adequacy of site boundaries. Where significant data gaps are identified, additional field verification will be conducted. Based on the findings, clear and evidence-based recommendations will be developed for updating the existing sites and, where justified, for their spatial expansion, in order to ensure their future integration into the Natura 2000 network.

In parallel, the project analyses the transposition and implementation of the Water Framework Directive in Montenegro, with particular attention to the application of derogations and the concept of “overriding public interest.” Through legal and institutional analysis, key gaps and risks that may undermine the objectives of the Directive will be identified.

During the project, practical recommendations will be developed to improve legislation and administrative practice, and through targeted communication with relevant institutions, the project will further contribute to strengthening transparency, accountability, and the quality of environmental decision-making.
